The DEEP delegation visits the Republic of Korea

Within the joint project entitled “Development experience exchange partnership (DEEP) for the vision of Vietnam” run by Ho Chi Minh National Academy of Politics (the Academy), and Korea International Cooperation Agency (KOICA) in Viet Nam and Yonsei University, the Republic of Korea,  a delegation of Vietnamese researchers led by Assoc. Prof. Dr. Le Quoc Ly, Vice President of Ho Chi Minh National Academy of Politics attended the scientific workshopReform in public sector: Experiences from Korea and Vietnam from 17th to 22nd May 2017. The delegation also had different working sessions on planning experiences, realization of policies, renovation of public sector  with Government bodies and consulting agencies such as the National Assembly Budget Office of Korea (NABO), the Korea Development Institute (KDI), the Korea International Cooperation Agency (KOICA), Korea Institute of Public Administration (KIPA), Korea Institute of Public Finance Information Service (KPFIS)....

The delegation consisted of 15 members who are the members of the second-year researcher team of the DEEP Project - representatives from the Central Offices such as the Office of Party Central Committee, Commission for Foreign Relations, the Office of Government, and Ministry of Science and Technology.

The purpose of this visit was to learn from South Korea's development experiences by comparing policies between the two countries, and the results can provide some suggestion for policies in Viet Nam together with a comprehensive picture of history, economy, policy, society of South Korea so that the delegation have more information and continue to complete the research reports basing on the four following themes: (1) Institutional and Administrative Reform; 2) Governance Reform; 3) Public Human Resources Reform; 4) Public Financial Management Reform. At the same time, the visit has enhanced the relationship between Ho Chi Minh National Academy of Politics and its South Korean partners. It also has strengthened the connection between Ho Chi Minh National Academy of Politics and the members of the delegation in order to consolidate the premise for inter-sector cooperation in building, realizing the vision of Vietnam in regional integration and cooperation; it is also a chance for Vietnamese policy makers and researchers of  Ho Chi Minh National Academy of  Politics to improve the ability of scientific research and international cooperation.

The delegation met with senior leaders of several South Korean agencies specialized in policy making, policy implementation and policy consultation to exchange and share experiences concerning policies, institutional reform and cooperation opportunities between the two sides. Taking part in those working sessions, the South Korean partners included Mr. Sungho Choi, Vice President of KOICA; Dr. Chunsoon Kim, Chief of NABO; Joon Kyung Kim, President of KDI; Dr. Jung Yoon Soo, President of KIPA; Mr. Jung Yoon Soo, President of KIPF; Mr. Lee Won Sik, President of KPFIS.  At the meeting with Vietnamese Embassy officials in South Korea, all participants also expressed views on political, economic and social issues, as well as cooperative relations between Vietnam and South Korea.

After a hard-working week, the visit ended with great results. The achievements of all set-out objectives of the delegation would enhance knowledge and experience sharing on the development vision and strategies; furthermore, tighten the strategic partnership between Vietnam and South Korea.
