Seminar “Building up the contingent of cadres, civil servants and public employees for Southeastern provinces in the context of international integration and the industrial revolution 4.0”

Co-chairmen of the seminar were Prof. Dr. Nguyen Xuan Thang - Secretary of the Central Committee of Vietnamese Communist Party and President of the Ho Chi Minh National Academy of Politics; Mr. Nguyen Hong Linh - a Member of the Central Committee of Vietnamese Communist Party and Secretary of Ba Ria - Vung Tau Provincial Party Committee and Assoc. Prof. Dr. Le Quoc Ly - Vice President of the Ho Chi Minh National Academy of Politics.

Among distinguished guests were Mr. Dang Manh Trung, Head of the Standing Committee of the Central Propaganda and Training Department of Vietnam Communist Party in Ho Chi Minh city; Assoc. Prof. Dr. Phuoc Minh Hiep, the Director General and Head of the Standing Committee of the Communist Journal in Southern area; Prof. Dr. Le Thanh Sang from the Institute of Social Sciences in Southern area. Other attenders were leaders of southern provinces and cities: Mr. Le Van Chau, Deputy Secretary of Binh Phuoc Provincial Party Committee; Mr. Nguyen Thanh Tam, Deputy Secretary of Tay Ninh Provincial Party Committee and Chairman of Tay Ninh Provincial People’s Committee along with representatives from Organization Boards of Provincial People’s Committees, Departments of Internal Affairs of Ho Chi Minh city, Ba Ria-Vung Tau province, Dong Nai province, Tay Ninh province, Binh Phuoc province, Lam Dong province, Tien Giang province... A large number of scientists from academies, political schools, and research institutes in the southern provinces, cities and the press also showed up.

Prof. Dr. Nguyen Xuan Thang delivered the opening speech

In his opening speech, Prof. Dr. Nguyen Xuan Thang emphasized that international integration and the growth of industrial revolution 4.0 brought both opportunities and challenges for the contingent of cadres, civil servants and public employees. Therefore, they need to be trained and fostered in terms of capabilities, qualities and political consciousness. At the seminar, he hoped the delegates and scientists to focus on discussing the assessment and analysis of the quality of cadres, civil servants and public employees and the method of evaluating, selecting, training, promoting, organizing the political system apparatus to be more compact and efficient.

In his welcome speech, Mr. Nguyen Hong Linh briefly presented socio-economic development situation in Ba Ria - Vung Tau province during the past few years. After that, he mentioned that Ba Ria – Vung Tau Provincial Party Committee has thoroughly paid attention to develop the contingent of cadres, civil servants and public employees. They always give top priority to the task of building a contingent of cadres, civil servants and public employees for the province with sufficient quantities, qualities, capabilities and efficiency to meet the requirements of integration and the industrial revolution 4.0 in the current period. On that basis, Standing Committee of the Provincial Party Committee has directed to develop and issue lots of programs and projects, implement a variety of solutions to achieve these goals. They are drastically realizing Resolution No 39-NQ/TW of the Politburo on streamlining and restructuring the contingent of cadres, civil servants and public employees, continuing to renovate and rearrange the political system apparatus to be more compact and efficient under the spirit of the 6th Resolution of the Party Central Committee tenure 12. They have examined and assessed quality of the contingent and regularly inspect to transfer unqualified individuals or staff of leadership positions and specialists who fail to fulfill responsibilities in handling dossiers for local citizens and enterprises.

At the seminar, the delegates highlighted opportunities and challenges of the industrial revolution 4.0 as well as objective and subjective causes for drawbacks found in the situation of local officials in some southeastern provinces and cities. Presentations also proposed strategically and tactically breakthrough solutions in the current context, such as focusing on fostering and training, strengthening the Party alignment, encouraging studying and following the ideas, ethics and styles of President Ho Chi Minh, paying attention to the evaluation and recruitment of moral and talented candidates and applying information technology in order to build up the contingent of cadres, civil servants and public employees  who meet the requirements of the international integration and industrial revolution 4.0.

In addition, views were exchanged on the following issues: clarification of the responsibilities and authorities between General Secretaries and Presidents when handling common tasks, objectively and accurately assessing the political unity, ways of merging agencies; decentralization of tasks after merging of agencies; implementation of creating a fixed budget for agencies to perform their assigned tasks, thereby, raising the responsibility of cadres, civil servants and public employees in fulfilling their assignments and increasing their incomes.

In his closing speech, Prof. Dr. Nguyen Xuan Thang highly appreciated all speeches and comments which contain numerous good ideas and practical experiences from provinces and cities. He affirmed that developing the contingent of cadres, civil servants and public employees was the key factor in the process of building the Party. Staff evaluation should be based on reality, from which a theoretical framework for developing the contingent is built up. He emphasized that every revolutionary cadre must possess talent and virtue to deserve his own position and be able to fulfill the assigned tasks. He also strongly stressed there was no exception in evaluation, especially for agencies’ head positions who should set a shining example. In order to properly evaluate the staff, it is necessary to set basic criteria. The process of recruitment must also be open and transparent to select qualified candidates who are competent and able to accomplish the assigned tasks in the new era. The outcome of research and discussion at the seminar would contribute largely to providing the basis for the Party's guideline in building the Party, building the contingent of staff for current period, contributing to national sustainable development.
