Scientific conference “Key recommendations for the Development of the Government Performance Assessment System in Vietnam”

Assoc. Prof. Dr. Nguyen Duy Bac, Vice President of the Ho Chi Minh National Academy of Politics, attended and chaired the conference in the afternoon of May 28

Attendees of the conference were experts of the Korea International Cooperation Agency and the Korea Institute of Public Administration, leaders of several research institutes, lecturers and students of the Ho Chi Minh National Academy of Politics and the Vietnam Academy of Social Sciences, and representatives of some departments at the central level.

Speaking at the opening ceremony, Assoc. Prof. Dr. Nguyen Duy Bac, Vice President of the Ho Chi Minh National Academy of Politics emphasized that Vietnam was stepping up its administrative reform efforts to build a streamlined, efficient, and effective apparatus of government. The role and the operation of governmental agencies held a very important position in this process and they must be regularly evaluated. However, Vietnam currently has not had a comprehensive set of indicators for monitoring and evaluating the effectiveness and efficiency of government operations. Therefore, the Ho Chi Minh National Academy of Politics proposed to develop a government assessment system. In the past time, the Academy has received a lot of support from the Korea International Cooperation Agency and the Korea Institute of Public Administration to implement the initiative.

The conference is the result of the research collaboration after months between Korean and Vietnamese scientists, serving as the premise for the two sides to plan long-term cooperation with an objective of developing an effective government assessment model in accordance with the requirements of building a constructive government of integrity and action.

Assoc. Prof. Dr. Nguyen Duy Bac expressed his belief in the vision and common concerns among stakeholders as well as in the success of the joint cooperative activities in the coming time.

Dr. Yoon Su-jae, Head of Research and Evaluation of the Korea Institute of Public Administration, summarized main contents of the joint research findings including Korea’s Government Performance Evaluation System and lessons learned; Vietnamese political and administration systems; current assessment on the work of the Vietnamese Government; methods to evaluate the work of the Vietnamese Government and performance indicators; key recommendations on the evaluation of the work of the Vietnamese Government.

At the conference, attendees also listened to presentations on the system to evaluate the effectiveness of the Korean Government and experiences, the status of the evaluation system on the effectiveness of the Vietnamese Government and key recommendations.

On behalf of the Academy’s leaders, Vice President Le Quoc Ly congratulated on the conference’s success as well as welcomed and highly appreciated the cooperation and support of Korean agencies for the Academy in implementing a study on a set of indicators to assess the effectiveness of the government. Vietnam has shown concerns about this  issue for many years; however, the building of government performance evaluation system has not achieved desired results. Assoc. Prof. Dr. Le Quoc Ly said that the Academy’s proposal of building a government performance evaluation system in Vietnam has received great attention and support from the Government of Vietnam. Once the evaluation system is complete, the Academy will be responsible for submitting it to the Government so that it will be soon implemented in Vietnam.

Along with the new wave of public management and public governance in the world, the building and implementation of regular government performance evaluation has been a frequent activity in many developed countries. South Korea has carried out its governmance performance assessment for over 30 years. So far, it has accumulated a wealth of experience and technology to build, investigate, publish, and use results of surveys to improve the performance of the government.
