Kickoff Seminar for the 3rd year research on “Establishment and improvement of market economy system”

Attending the seminar, on the Vietnam side, there were Prof, Dr Nguyen Xuan Thang, Secretary of the Party Central Committee, President of HCMA; Assoc.Prof.Dr Le Quoc Ly, Vice President of HCMA, Director of the second-year research program; representatives from ministries and central commissions; experts and scientists within and outside HCMA.

Korean participants of the seminar included Mr. Kim Jinoh, KOICA Country Director in Vietnam; Mr. Lee Doo Won, Director of the third-year research program; professors and researchers from Yonsei University, Korea University, Korean National Police University, KDI School of Public Policy and Management.

In his welcoming speech, Prof, Dr Nguyen Xuan Thang, Secretary of the Party Central Committee, President of HCMA affirmed that, the research topic of the third-year on “Establishment and improvement of market economy system” is the continuity of the two previous topics “Senior human resources development” and “Public sector reform” in the DEEP project which was implemented efficiently in the 2 past years. Its research outcomes and policy recommendations were highly evaluated and applied into the reality of Vietnam, contributing to Vietnam’s reform process in particular and promoting the traditional, friendly and strategic relationship between Vietnam and the Republic of Korea in general.

Prof, Dr Nguyen Xuan Thang stressed that, the topic of the third-year research is currently meaningful for Vietnam and is specially interested by Vietnamese Communist Party and Government. Because the growth model of the Vietnamese economy has faced many difficulties, of which institutional reform is the greatest challenges. Resolution of the 5th Plenum of the Vietnamese Party Central Committee of the 12th Tenure defined: “Building and completing the socialist-oriented market economy institution is a strategic task and an important breakthrough, creating momentum for the rapid and sustainable development”. Thus, Prof, Dr Nguyen Xuan Thang believed that, on the basis of significant results gained in the first-year and second-year research programs, the third-year research program would succeed and contribute to the DEEP project’s general success.

Opening the seminar, Mr. Kim Jinoh, KOICA Country Director in Vietnam stated that, the purpose of the seminar was to kick off the third-year research program on “Establishment and improvement of market economy system” in the framework of the project “Development Experience Exchange Partnership (DEEP) for Vietnam’s vision”. He hoped that research teams from Vietnam and Korea would closely cooperate with each other in an open-minded, sharing spirit to achieve the best results, which will be useful for building policy and development of Vietnam and Korea.

According to Mr. Kim Jinoh, based on the analysis and assessment of the Vietnam’s current situation and the application of Korean experiences, the third-year research program would analyze detailed issues on establishment and improvement of market economy system in Vietnam and policy recommendations in accordance with specific conditions of Vietnam. Availing this occasion, he conveyed his sincere gratitude to ministries, departments especially HCMA as the main research partner on the Vietnam side and scientists of both countries for collaborating responsibly and creating good conditions to implement the project effectively.

Prof Jin Park, KDI School of Public Policy and Management presented a synopsis of research proposal on Vietnam’s economic system

At the seminar, Korean professors of the research team in the third year presented a synopsis of detailed research proposal for the third year research program on establishment and improvement of market economy system, which consisted of 4 components: i) Economic system for Vietnam: Government service; ii) Identifying and promoting sound economic policies for growth and financial market development; iii) Enhancing industry competitiveness in the market economy; iv) Sustainable welfare: Labor market and employment protection. On that basis, the delegates discussed, exchanged and built the common framework for research contents.

The DEEP project has implemented in 3 years (2015-2017) with three major research components: “Senior human resources development”, “Public sector reform”, and “Establishment and improvement of market economy system”. The goal of the project is to share and exchange development experiences of Korea, promote the industrialization and modernization process of Vietnam and enhance the strategic relationship between Vietnam and Korea. The project followed the effective cooperative program between the two countries, such as “Enhancing source strategic leader training capacity of Vietnam from 2012 to 2015” project, joint research program on “Building new village models in Vietnam – lessons learnt from Saemaul Undong program in Korea” in 2014.
