By questioning "How to understand the world?", Prof, Dr. Pham Quang Minh gave an analysis of the world on three different levels: international, national and individual. It referred to the types of world order, power and correlation, the political institution of a nation, the decision-making process at national level, and the individual and human characteristics and so on.

Assessing the international and regional situations, Professor Minh analyzed the political impetus of the Donald Trump’s government, the changes in the Indian-Pacific region, the policies of EU and some big countries such as China, Russia, Japan and India. He also observed that terrorism and IS, the nuclear issue on the Korean Peninsula and the East Sea issue are three global hotspots. Concerning multilateral cooperation, he focused on 50 years of formation and development of ASEAN.

Discussing Vietnam's foreign policy, Prof, Dr. Pham Quang Minh not only analyzed positive and negative effects the international and regional situations have had on Vietnam, but also considered national objectives with three main goals including security, stability and prosperity, as well as Vietnam’s foreign policy with regard to key partners.

At the end of the seminar, the delegates agreed that this was a useful and meaningful information exchange session with deep knowledge sharing and analysis from the speaker.
