Ho Chi Minh National Academy of Politics summarizes activities in 2017, sets plans for 2018

Attendees of the conference were the Academy’s President Nguyen Xuan Thang, Secretary of the Party Central Committee; Party Central Committee’s member Vo Van Phuong, Deputy Head of the Central Propaganda and Education Commission; Party Central Committee’s member Mai Van Chinh, Vice Chairman of the Party Central Committee’s Organization Commission; Central Theoretical Council’s Vice Chairman Ta Ngoc Tan; Party Central Committee alternate member Ngo Dong Hai, Deputy Head of the Central Economic Commission; and Party Central Committee alternate member Bui Nhat Quang, Vice President of the Vietnam Academy of Social Sciences.

Participants from the Academy were its Vice Presidents and former Vice Presidents; members of the Academy’s Standing Party Committee; representatives from 72 central and provincial political training schools, schools of ministries and departments; and more than 200 officials and civil servants who represented over 2,000 staff in the whole system of the Academy.

Speaking at the conference, Party Central Committee member Nguyen Xuan Thang, President of the Academy, affirmed that in 2017, under the direction of the Politburo, the Secretariat, and the Government and in cooperation with committees of the Party, ministries and departments at the central level, and the Party’s Standing Committee of cities and provinces nationwide, with the motto “Breakthrough, creativity, quality, efficiency”, the Academy successfully fulfilled its tasks and effectively implemented other duties assigned by the Politburo, the Secretariat, and the Government. He said that the management in the whole system of the Academy had been strengthened to ensure the systematicness and synchronization as well as to enable its subordinate units (member academies and specialized institutes) to develop the initiative and creativity.

In 2017, the Academy boosted its work of studying, summarizing, and developing theories of Marxism-Leninism, Ho Chi Minh’s ideology, the Party’s guidelines, and the State’s policies and laws. Its scientific research programs were implemented synchronously in a large scale with many positive achievements. The Academy also attached special importance to the implementation of partnership activities, scientific research cooperation with ministries and local departments, and with international partners. The coordination with local Party Committees in training cadres had been enhanced. Besides, the Academy organized 30 working groups, led by the Academy’s President, to discuss the work of its schools of politics with leaders of municipal and provincial Party Committees, political schools, and cities under central management. This was a breakthrough activity of the Academy, which was highly appreciated by the leaders. The working sessions had made a positive change in the awareness and management of local political schools in the new situation.

At the conference, President Academy Nguyen Xuan Thang frankly pointed out inadequacies and limitations of the Academy in all activities in 2017  and its main tasks in 2018. He said that in the new year, the Academy would focus on the continuous innovation of the curriculum in the training courses with the motto of fundamentals, systematicness, modernity, and practice. This contributed to unifying the curriculum in the whole Academy, political schools in provinces and cities under central management, and schools of ministries and departments as well as to renovating the methods of management, training, and fostering to ensure the quality and efficiency of training. Moreover, the Academy would carry out comprehensive training with the emphasis on raising knowledge and scientific thinking skills of officials and training their political ideologies, ethics, behaviors, and lifestyles; and help them overcome their laziness in learning political theories. The Academy would also pay much attention to raise the quality of scientific research in the aspect of protecting and developing Marxism-Leninism theory and Ho Chi Minh’s ideology; provide scientific and practical foundation for the Party and the State to plan guidelines, strategies, policies, and laws; and increase the quality of training and fostering officials of the Academy.

There were various presentations and discussions given by representatives from city and provincial schools of politics, and subordinate units of the Academy. They contributed to the summary of the Academy work for 2017 and its duties in 2018. Most of them agreed with the draft. With a constructive, responsible, frank, and open spirit, representatives pointed out advantages and limitations; presented solutions and experiences to further improve the work efficiency, enhance and promote the role, position, and identity of the Academy.

On behalf of the Party and State leaders, Politburo member Tran Quoc Vuong, head of the Central Inspection Committee commended the outstanding achievements that officials, civil servants, and students of the Academy have accomplished in recent years. With the motto of “Breakthrough - Creativity - Quality - Efficiency”, in 2017, the Ho Chi Minh National Academy of Politics had gained considerable achievements in its training, scientific research, and in other activities. “Through training courses of the Academy, the contingent of cadres of the Party and the political system has been equipped and improved the level of political theories, political skill and spirit, leadership skills and methods, management and working styles. They are then capable and competent to meet requirements of revolutionary tasks in the new period,” Politburo member Tran Quoc Vuong affirmed.

To perform political tasks well, he asked the Academy to continue strengthening and elevating the status of the Academy as the advanced Party school run by the Central Committee of the Communist Party of Vietnam; affirming its position as the sole national center with functions and duties of training mid-level and high-ranking leaders, managers and political theory researchers of the political system; being the national research center on Marxism-Leninism theory, Ho Chi Minh’s ideology, the Party guidelines, and the State policies and laws, political science, leadership and management sciences; and taking responsibilities for organizing and giving instructions on the deployment of professional tasks for political schools of provinces and cities under central management and schools of ministries and departments in the coming time. He also required the Academy to build a development strategy in the 2018-2025 period with a vision to 2035 with proper planning and scheduling, ensuring that its work of training, scientific research, advising and consultation for the building of guidelines and policies would show clearly the identity of the most advanced Party school.

Central Inspection Committee head Tran Quoc Vuong expressed his belief that with the glorious tradition of 69 years of building and development and with all efforts of cadres, civil servants, officials, and students, the Academy would successfully fulfill the tasks assigned by the Party, the State, and the people, and make futher contributions to the cause of national construction and defense.
