Utilizing the synchronous management method

Reporter: Could you summarize the outstanding accomplishments of the Ho Chi Minh National Academy of Politics in 2017?

Prof. Nguyen Xuan Thang: Thanks to proper consideration and close direction from the Politburo, the Secretariat and the Government, along with the cooperation of Party committees, central ministries and provincial standing committees, we are delighted and proud of our outstanding achievements of the past year. Firstly, the HCMA has established and implemented the systematic methods for management to ensure the synchronization and at the same time to empower and delegate the subordinate units for their autonomy and creativity. The operation of the Academy and more than 40 subordinate units has been run in accordance with common procedures and standards. Inspection and supervision have been promoted to link individual accountability with the output. The implementation of vigorous and drastic systematic management for more than a year is the fundamental and breakthrough solution, bringing new vitality and mobility to the whole system of the Academy.

Secondly, in 2017, the entire system held 70 full-time and 91 part-time classes of advanced political study, 8 classes for the completion of advanced political study; 26 training courses for designated Vietnamese officials; 5 training courses and 1 class of advanced political-administrative study for Lao People's Revolutionary Party officials.

The HCMA not only paid attention to the number of students but also focused on the quality of training and retraining by renovating contents. In 2017, we renewed the curriculum of advanced political study and training courses to make them more systematic, practical, modern and suitable for the subjects, functions and tasks of the Academy. New training programs eliminated duplicate contents, updated the documents of the 12th National Party Congress and resolutions of the 12th Plenum, and added new global, regional and national issues that affect the country's political and socio-economic life.

The management of lecturers has also been institutionalized to reinforce speech discipline and moral conduct. Management of learners' learning and training activities has been innovated and regulated with improved discipline, autonomy of class leaders, learners and the professionalism of training management units.

Thirdly, the HCMA has attached special importance to the combination of research and teaching, gradually improving the quality of scientific research activities. Scientific research has been implemented in a large scale and achieved numerous positive results with such programs as: National key scientific and technological program named "Researching, summarizing and proposing to supplement and develop Marxism - Leninism as the important component of the ideology of the Communist Party of Vietnam in the new context".  In 2017, the Academy organized several big seminars, attracting the attention of the scientific community like "100 years of Russian October Revolution and real socialism: historical values and chronological significance (1917-2017)" and the International Conference "55 Years of Friendly, Special and Comprehensive Cooperation between Vietnam and Laos ".

In particular, the Academy created a new image through lots of exciting international cooperation activities from the organization of international seminars and conferences to the implementation of many major research programs such as: "Development Experience Exchange Partnership (DEEP) program for the Vision of Vietnam” in cooperation with Korea International Cooperation Agency (KOICA). HCMA cooperated with the United Nations Development Program and partners to develop the "Provincial Governance and Public Administration Performance Index in Vietnam", collaborated with the  Korea Institute of Public Administration (KIPA) and World Bank to build up the " Government Performance Evaluation Criteria" ...

In addition, in 2017, the Academy directly guided and helped the localities to collect materials, study and compile historical works of Party committees in central cities and provinces. HCMA held seminars on research and compilation of the history of the Communist Party of Vietnam to summarize Directive 15 of the Secretariat on enhancing research quality and compiling the history of the Communist Party of Vietnam. Subsequently, a quality report was submitted to the Politburo and the Secretariat to amend, supplement and finalize this important Directive.

Fourthly, the work of political schools in governmentally administered municipalities has improved remarkably and been effectively transformed into an important political task of the Academy. For nearly two years, we organized more than 35 delegations to work with leaders of the provincial Party Committees, municipal party committees and political schools in governmentally administered provinces and cities. A conference was set up to review 10 years of implementing Decision 84-QD/TW dated 03-9-2008 by the Secretariat on political schools, accordingly submitted to the Secretariat a draft new functional decision on tasks and organizational structure of political schools in these localities.

The highlight in 2017 was the organization of the 4th  National Excellent Teaching Competition for Political Schools in governmentally administered provinces and cities, Schools for Officials of the Ministries and Central Offices in Nghe An and Dak Lak. The contest had practical significance for training and education within the entire system of political schools or ministerial schools nationwide, contributing to the quality of training and retraining cadres.  

Training young lecturers both in practical and professional knowledge

Reporter: As the only unit with the function of training and fostering senior and mid-career management cadres and scientific cadres for the political system, the HCMA has contributed considerably to building a pool of staff to serve national construction and defense. However, there are still some drawbacks. As the leader of the Academy, could you share some of the things that you would like to improve as of last year?

Prof. Nguyen Xuan Thang: Currently, the Academy’s organization and structure is still cumbersome and overlapping. Functions and tasks among functional and management units of have not been clearly defined. To overcome this problem, one of our key tasks in 2018 is to deploy and streamline the system under the spirit of 6th Plenum’s Resolution of the 12th Congress. Some units will be restructured and merged to better suit the assigned functions and tasks, ensuring systematic and synchronized management throughout the system.  

In addition, the infrastructure, facilities and technology of the Academy are still outdated and insufficient to meet the work requirements, thus affecting the effectiveness of systematic management and the policy of increasing fulltime classes. Thus, in 2018, the Academy will mobilize all resources, focusing on speeding up the implementation of basic construction projects, especially dormitories for students at the headquarter and regional academies.

The training program of the Academy has been adjusted, but it is still burdened with theoretical contents and unable to keep up with the rapidly changing reality. It takes long time to update the curriculum and innovate teaching methods while there are limited interactions and discussion between lecturers and students. Thus, one of the tasks in 2018 of the HCMA is to complete the project "Continuing renovating curriculum for staff training at HCMA in the context of comprehensive and synchronous promotion of innovation and international integration "and gradually set up outcomes for training programs.

There still exists the problem of being procrastinating in learning political theories so as to raise the understanding of Marxism-Leninism, Ho Chi Minh's thoughts and policies and guidelines on renewal of the Party. Student management has seen significant progress but has not met the requirements. The cooperation between the Academy and learners’ party units has not in good practice and the training content has not received enough attention. Majority of students have good sense of responsibility, but there are still a small number of learners who just find ways to cope with school discipline. In the upcoming time, the Academy will continue to strengthen the student management in a strict and comprehensive manner in terms of learning attitude and daily behavior in accordance with the standards of the Party School culture.

Besides, the staff of the Academy has increased in quantity but not in quality. Particularly, the pool of teachers, scientists and leading experts has gradually declined even in areas which are considered the strengths of the Party School, causing a sudden shortage. To overcome this, we are implementing the scheme: "Enhancing capacity of cadres of the HCMA and lecturers at political schools in governmentally administered provinces and cities during 2017-2025 with a vision to 2030", which targets at nurturing young lecturers both in practical knowledge and expertise.

Focus on new issues

Reporters: The year of 2018 marks the half way to implement Resolution of the 12th National Party Congress and to prepare for high-level human resources for the Party. In such context, what important missions will Academy deploy?

Prof. Nguyen Xuan Thang: Assigned by the Politburo and the Secretariat, the Academy is developing the syllabus and preparing the best conditions to organize training courses for the alternate members of the 12th Party Central Committee, training courses for strategic officials for the congress term and training courses for provincial leaders and managers for the term 2020 - 2025.

Accordingly, there will be much innovation in the way of organizing these classes. Courses for strategic staff at the central level will be held at the Academy headquarter and courses for provincial leaders and managers will be held at regional academies. Training content will highlight new issues associated with the rapid change of the world and Vietnam such as: inclusive and sustainable development, impact of industrial revolution 4.0; digital economic development, administrative reform, and building up an efficient and streamline system.

Nevertheless, the programs are designed and accommodated for each group of students. For example, the curriculum for the central-level upcoming staff should be equipped with macro-strategic knowledge while courses for local upcoming officials should emphasize on specific and practical issues.

Field trips abroad to learn foreign practices and inviting international experts also see some differences. Students will study and learn specific models and experiences in other countries. Invited international experts should give lectures on the issues that Vietnam is interested in, and should share good experiences, good lessons with Vietnam. HCMA is currently working with the Japan International Cooperation Agency, Japan Institute for Human Resources and the Japan National Graduate Institute for Policy Studies (GRIPS) on these issues.

Sharing determined and delighted atmosphere of the whole Party, people and army in 2018 - a milestone year to successfully implement the Resolution of 12th National Party Congress, HCMA will do its best to fulfil all political tasks, deserving to be the high-raking institution of the Party Central Committee, worthy of trust of the Party, the State and the people.
