Building and defending government is the fundamental mission of a ruling party of a nation. Seizing power is difficult, but it is even more difficult to hold and maintain power in complicated situations, especially in such a fluctuated world like today.
In order to have stable and long-lasting governance, ruling Communist Parties in socialist countries have put great effort to studying, seeking and summarizing governing rules of communist parties, rules of building socialism, as well as rules of human society development
With the aim of introducing the aforementioned issues to the readers, the National Political Publishing House would like to publish the Book entitled “Scientific Governance” which is directly translated from the Chinese version released by Jiangsu People's Publishing House.
Through 10 chapters, the book provides a summary of the ruling viewpoint of Communist Party of China, the meaning and nature of scientific governance, as well as the mutual relationship among scientific governance, democratic governance, and law- based governance.
Scientific governance, democratic governance, and law- based governance are important policies approved by 4th Plenary Session of the 11th Central Committee of the Communist Party of China, which marked a great step further in the governing viewpoint of Communist Party of China. In the process of this great transformation of governing method, scientific governance is prerequisite, democratic governance is nature, and law- based governance is methodology.These are the three basic elements of governing policies of Communist Party of China. They have dialectical, unified and mutual relationship, which creates a basic theoretical framework of the governing policies of Communist Party of China.
Scientific governance is a scientific conclusion made by Chinese Communist Party. It is formed on the basis of the governing experience gained over 50 years since the establishment of a new China and the exploration of governing rules of communist parties, rules of development of socialism as well as rules of human society development. This is also a correct choice which is relevant with new domestic and international changes as well as with the current status of the Party. Governance is scientific and therefore should not only base on experiences, but also be complied with the issues’ immanent rules. The so-called scientific governance (here referred to Communist Party of China) is a combination of China’s conditions, its search and compliance with governing rules of communist parties, rules of development of socialism as well as rules of human society development, the use of scientific thought, mechanism and methods in order to lead to a further development of “socialism with Chinese characteristics”.
By presenting the summary of the significance of introducing scientific governance, the nature of scientific governance and mutual relationship among scientific governance, democratic governance and law-based governance, as well as after providing rough explanation for basic questions like “why”, “what”, the book - as a preliminary understanding, has covered the basic content of the concept “scientific governance” in three sections as following:
The first section (from chapter two to five): this section focuses on defining the concept of scientific governance. It presents systematically the common rules and basic requirements of scientific governance from the aspects of rules of scientific governance, its mechanism and methods.
The second section (from Chapter six to eight): This section provides an expansive and intensive explanation of some specific requirements of scientific governance from the aspects of performance, such as how to capture and apply the resource of governance? how to reduce expenses of governance?, how to improve efficiency in governing? How to make policies scientifically and implement governance scientifically. This is a common issue in practice, therefore, the contents of this section is more intentional and manipulated.
The third section (from chapter nine to ten): This section emphasizes two issues which are closely linked to scientific governance from the aspects of self-development of the subject of governance: building governance capacity for ruling parties and developing them. There is further clarification: in order to obtain scientific governance, besides the fact that authorities have to learn and follow the rules of governance, have thoughts, mechanism, methods and other scientific measures, the key factor is to implement effectively Party building, which includes building governance capacity of the Party and developing Party’s ideology, organization, style and mechanism.
