Historic milestones during 87 years of Communist Party of Vietnam

At the 30th Anniversary of CPV in early 1960, Ho Chi Minh affirmed that 30 years of the party’s establishment and operations was "a golden history profile ". By the spring of 2017, the Party has assumed revolutionary leadership for 87 years, gaining great victories, and leading the whole nation towards socialism. So does its 87-year history deserve to be named  golden?

Evaluation of the 87-year history of CPV ought to be based on the truth. The perception of the truth follows a process which is sometimes repetitive for various reasons. Updating information and data is necessary to reach a fuller awareness of the truth. Some people with insincere heart and hostile ideology may defy, misrepresent or even distort the historical truth, then oppose the socialist regime chosen by our People, our Party and aim to drive the country far from socialism orientation.

During the past 87 years, which milestones marked by the Communist Party are significant for the development of Vietnam?

1. CPV stepped onto political arena to represent the interests of people and the entire nation

Some people doubted the legitimacy of CPV’s birth, reckoning that its foundation did not stem from the inevitable development of the transformation process of politics, economy, culture and society in Vietnam during the late nineteenth century and early twentieth century. Others even said that the birth of CPV did not result from inner necessity but from exogenous factors e.g. Marxism - Leninism which influenced the country from outside. Still others claimed that the unification of communist organizations in Vietnam was brought about under pressure of the Communist International through one of its leading member, Nguyen Ai Quoc, who summoned the unified Party’s convention and used his personal prestige to proceed this unification, and so on.

Those opinions are not true. The truism is that following the establishment of a dual political system (colonialism - feudalism) by French colonialists in Vietnam, the Vietnamese society evolved into a gradually differentiated system. A common demand existed among social classes, that is, aspiration for national liberation. All previous liberation movements following the ideology of feudalism and bourgeois failed because they had not been compatible to the prevailing trend of development in Vietnam at that time. As a matter of fact, movements of national liberation under the light of Marxism - Leninism spread to Vietnam, were accepted by the Vietnamese society, and hence, found their firm positions therein. The establishment of Vietnamese communist organizations derived from inevitable combination of Marxism – Leninism, working class’s movement and the patriotic movement. At the end of 1929 and early 1930, Nguyen Ai Quoc, as one official of the Communist International assuming responsibility for directing revolutionary movements in Asia, chaired the national conference to merge communist organizations with a view to founding Communist Party of Vietnam. Therefore, this foundation was in conformity with contemporary social movements, meeting the demands of the national historical development after numerous experiments. The inevitable target for growth and the path of development were determined by historical circumstances of the country, not by any subjective imposition. Moreover, it should be stressed that, the advent of the CPV with the first rightful political credo laid the foundation for the Party’s tradition of unity, wisdom and discipline.

2. The Party led the whole population fight for a new political regime, bringing people to the position of nation owners

French colonialists invaded Indochina, forming Federation of Indochina under French colonization, and in doing so, expanding French boundaries abroad. Thus, Vietnam lost its name on the world political map, while Vietnamese people were forced to be slaves. During 15 years (1930-1945), the Party led the people to fight for national liberation. As the result, following the August Revolution in 1945, Vietnam won national independence, unchaining the 80-year colonial shackles of colonialism, standing on the side of the Allies against fascism, demolishing tyrannical feudal regime, establishing the Democratic Republic of Vietnam as the first People's Democratic State in Southeast Asia. The fact that Party became the ruling party after this victory was not arbitrary or accidental. The one-week August Revolution without bloodshed, occurred after 15 years of bloody and arduous struggles during 1930-1931, 1932-1935, 1936-1939 and 1939-1945, with tremendous sacrifices of communists and patriots. The great victory of the August Revolution definitely was definitely neither a fluke nor a coup d’état as perverted by some people, but the inevitable result produced by the great national unity under the leadership of the Party. CPV deserved to be given the right to lead the country, representing the whole population, guiding the country into a new political regime in order to achieve the goals proposed by party’s political credo, consistent with the trend of national development and aspirations of Vietnamese people. With this victory, the Vietnamese turned from being slaves into being the nation’s owners. CPV, with its great responsibility, its strong political will as well as its talent, fulfilled the tasks assigned by the people: that is, gaining victory in a revolution to usher in a new era for the whole nation - the era of independence, freedom and socialism.

3. Party led people to the success of defending the Fatherland

Albeit being a peace-loving, humanitarian and friendly country, Vietnam has often been invaded by powerful foreign intruders who did not let Vietnamese people live in peace. After gaining independence, all citizens still had to take up arms to defend the country and protect revolutionary achievements during two resistance wars against the French colonialists and the US imperialists or the fight against poachers from southwest and northern borders.

Some said Vietnam should not have conducted the resistance wars against France or the US because the country won independence at the expense of a great many people’s lives. They suggested that Vietnam, like many other countries, should have "accepted" to be occupied by the world powers who would somehow grant back independence for Vietnam later! This idea was totally an illusion! CPV, with its responsibility entrusted by the people, led the entire people to defend the national independence and freedom. It insisted on advocating a genuine rather than a falsified and impracticable peace, never demeaned itself and begged for peace from foreign powers. We were not against those forces if they did not invade our country. During the war for liberation and national defense, CPV did the righteous task according the law of nature: protecting the sanctity of fundamental national rights involving independence, sovereignty, unity and territorial integrity. With its talent, CPV brought Vietnam into the list of pioneering nations in the fight against old and new colonialism and in the struggle for world justice, equality and progress.

 4. CPV initiated and led national Renewal (Doi Moi)

30 years of comprehensive national reform accounts for nearly a third of 87-year history of Party building and leadership in Vietnam. It is fair to say that Doi Moi in Vietnam stemmed from people's initiatives and expectations. Party did a research into practical situations, summed up the experience offered by grassroots party organizations and localities to make a comprehensive policy of country Renewal, which took effect from the Sixth Congress (December 1986). The launch of Doi Moi stemmed from the urgent need for the country’s development. CPV and the people actually turned out to be initiators for the whole cause. According to Ho Chi Minh in his testament, this was a "big fight" against the old and the backward to create the new and the fresh. During the Doi Moi process, CPV continued to affirm basic issues for the nation’s development as follows:

 - Renewal for reaching socialism, not for losing socialism. Therefore, it is compulsory to persistently and creatively apply Marxism - Leninism and Ho Chi Minh thoughts into specific conditions of Vietnam. These ideologies serve as foundation and guidelines for all actions. A regime of political pluralism and multiple opposition parties is unacceptable. The country has to be open in multilateral cooperation and diversified  international relations; be positive and proactive in international integration; ensuring national security and protecting the independence, sovereignty, unity and territorial integrity for the country’s sustainable development and for the worldwide advancement;

- Renewal is the cause of all the people who entrusted and continue to entrust the Party with leading this cause.

 - The Party continues to be the leading and decisive factor for the success of Doi Moi. Its rightful leadership has been a prerequisite for the success of revolutionary cause. The Party must always self-renew, self-regulate to enhance its leadership capacity and combativeness, deserving to be both a leader and a loyal servant of the whole people;

- Continuing to build, strengthen and develop national unity, combining national strength with international power, creating impetus to achieve the targets of prosperous people, strong country, democratic, fair and civilized society;

- Gradually establishing a credo for national construction in the transitional period to socialism.

5. CPV’s foundation and development is associated with the career of Ho Chi Minh

The birth and development phases of the Party and the nation from 1930 onwards were marked by great contribution of Ho Chi Minh - "the great national hero," [1]; honoured  by UNESCO as an "outstanding figure"; a "national liberation hero”, a prominent Vietnamese cultural figure" [2]; as "Uncle Ho" for all Vietnamese generations since he returned to home country in 1941.

Despite his life was distorted and lampooned by hostile forces, his ideologies, morals and his style have always been shining. Ho Chi Minh is the embodiment of wisdom, bravery, genius organizer for Vietnam's revolutionary cause, to guide the country towards development in the right direction. He gathered all national patriots to build and protect the country. Ho Chi Minh is a bright symbol for sincerity - friendliness - beauty, for independence and freedom; He brought fame to the country, to communist movements of international working class, to national liberation movements, and to movements for social progress. His ideologies, morals and lifestyle, which are precious spiritual assets of both the Party and the nation, are always a constant companion for Vietnamese people to move forward. His thoughts and ideologies are present wherever there is struggle against oppression or for justice, wherever there is a progressive development. Our Party and people are proud of Ho Chi Minh. Any distortions or casting aspersions on his life, career, ideologies, morals and lifestyle are counter-cultural actions that should be condemned.

 In the journey of 87 years, CPV has shown some limitations alongside the achievements. They include dogmatism, leftism, subjectivity and voluntarism in agrarian reform, in economic reform, in socio-cultural development, and even in the Party’s self-development. CPV has candidly admitted its limitations and seek to overcome following the spirit of Ho Chi Minh: a party that hides its weaknesses is a damaged one; only a party that has courage to admit its weakness, to analyze the root cause of weaknesses and seriously fix these weaknesses is a genuine, vigorous and revolutionary party.

 Some people take advantage of the Party’s limitations to exaggerate, misrepresent, discredit the Party, split the Party from the people, and break the national unity bloc nations. The weaknesses of the organization per se and among some party members, by which the party’s reputation has been tainted, should be criticized. However, they are unable to degenerate the party of Ho Chi Minh. The fourth Resolution of the 12th Party Central Committee on “Enhancing the building and rectification of the Party, preventing and repelling ideological, ethical and lifestyle degradation, and the signs of “self-evolution” and “self-transformation” within the Party” represents the Party’s determination in building and rectify itself. Every renovation must start from the heart, from the nuclear. Over the past 87 years, our Party exposed many shortcomings and limitations, but what’s important is that the Party recognized and has been seeking for solutions to these problems as in the light of the Resolution No. 4 by the 12th Party Central Committee.

 CPV’s 87-year history is truly a golden historical profile, which is an undeniable and undistortable truth. The truth is still the truth regardless of distortions and misrepresentations by a few people. Some limitations are insufficient to reject its “golden” nature that should be regularly tested by fire to have higher quality. This task requires intellect and positive actions of each party member, in particular key Party officials and the entire political system./.
